Learning and Competency Lead

We are hiring a Learning and Competency Lead for one of our clients, who operates urban and interurban transport networks in 15 countries through over 100 subsidiaries.

Main Purpose:

  • Produce training documentation/modules and ensure successful delivery during the D&C Phase.
  • Create and implement the Competency Management System (CAMS) Framework and Procedures.
  • Develop regulation documentation with the HSQE directorate.
  • Lead a team of Key Instructors (KIs) for technical training.

Responsibilities:

  • Identify training needs, conduct gap analysis, and set training objectives.
  • Produce training modules and operational/maintenance documentation.
  • Implement programs for Assessment and Verification of Competency (VoC).
  • Mentor Key Instructors for O&M Readiness.
  • Act as Project Manager for Training Delivery and CAMS Implementation.
  • Identify opportunities for continuous improvement.
  • Assess training program quality through periodic reviews.
  • Communicate and promote training information during the D&C Phase.
  • Design and implement CAMS aligned with the Safety Management System.
  • Maintain and update training materials and tools.
  • Ensure CAMS is functional and accessible to all employees.
  • Define and implement training and development policies and procedures.
  • Evaluate the effectiveness of training programs.
  • Maintain records of Training, Assessment, and Competency in CAMS.

Profile:

  • Minimum 10 years of experience, with at least 5 years in Learning & Development, preferably in Metro Systems.
  • Experience in designing and delivering CAMS and training materials.
  • Knowledge of adult education practices and programs.
  • Passion for training and personal development in the transportation industry.

Educational Requirements:

  • Degree in Engineering or relevant field preferred.
  • Certificate IV in Training and Assessment.

Preferred Skills:

  • Advanced knowledge of adult education practices.
  • Experience with CAMS and Learning Management Systems (LMS).
  • Knowledge of railway regulated environments.
  • Strong written and oral communication skills in English.
